Policy for the prevention of commercial sexual exploitation of children and adolescents
1. OBJECTIVE
The Policy for the Prevention of Sexual Exploitation of Minors aims to establish the behaviors that the Organization — that is, Cartagena Dream Experiences SAS, Cartagena Dreams Inc, and Medellin Villas, together with their subsidiary companies and all their collaborators — must adopt in the performance of their commercial activities to guarantee the protection of the rights of children and adolescents, in order to avoid any form of sexual exploitation, including pornography and sex tourism.
As reference documents, the principles enshrined in the Convention on the Rights of the Child and the Optional Protocol on the sale of children, child prostitution, and the use of children in pornography, as well as the laws, rules, and regulations issued by local authorities in the different territories where the subsidiary companies operate, are adopted — especially the regulations applicable to those companies providing tourism and lodging services.
2. SCOPE
Without prejudice to the adoption of this Policy by the corporate bodies of each company, compliance with the Policy is mandatory for all collaborators of the companies integrated under
Cartagena Dream Experiences SAS, Cartagena Dreams Inc, and Medellin Villas, whether
they act as directors, employees, or linked third parties, in the territories where they operate.
3. AREA RESPONSIBLE FOR IMPLEMENTATION
It shall be the responsibility of Management to advance the dissemination and effective implementation of this Policy. This includes coordination with the Human Resources and Administration departments regarding all necessary legal actions, the presentation of complaints, and the application of administrative, disciplinary, contractual, or judicial sanctions where applicable.
The responsible areas shall also ensure dissemination of the regulatory framework across all corporate communication channels, including the official websites and social media accounts of Cartagena Dream Experiences SAS, Cartagena Dreams Inc, and Medellin Villas, and shall oversee the policy’s periodic review and updating as required by changes in applicable regulations.
4. DEFINITIONS AND ABBREVIATIONS
- Boy, Girl, Minor, and Adolescent: Defined per the Convention on the Rights of the Child as any human being under eighteen years of age, unless local laws recognize the
age of majority earlier. - Child Sexual Exploitation: The use of a child or adolescent in sexual activities, pornography, or sex tourism, regardless of economic gain. It is deemed commercial when compensation or remuneration of any kind is provided.
- Child Sexual Exploitation in Tourism: Commercial sexual exploitation of a child or adolescent by a person traveling within their own country or abroad, with the complicity or omission of travel or hospitality service providers.
- Child Pornography: Any representation of minors in sexual acts or for sexual purposes,
including live performances. - UNICEF (United Nations Children’s Fund): A UN program providing humanitarian
and development aid to children and mothers. - Convention on the Rights of the Child (CRC): International treaty adopted November
20, 1989, recognizing children as rights holders and adults as duty bearers. - Optional Protocol: Protocol complementing the CRC on the sale of children, child
prostitution, and child pornography (UN Resolution A/RES/54/263, effective January 18,
2002).
5. CONTENT
In compliance with this Policy, the Organization and its collaborators commit to:
- Refrain from any practice, information, or tourist orientation that promotes or insinuates any form of sexual exploitation, pornography, or sex tourism involving minors, including through photos, videos, or recordings.
- Report to competent authorities — including tourism, hotel, and police authorities — any suspicious situations or known cases of sexual exploitation of minors.
- Ensure all communication and advertising channels (websites, social media, magazines, onboard entertainment, promotional materials, etc.) exclude any pornographic content involving minors.
- Encourage suppliers and partners to adopt similar prevention policies, incorporating compliance clauses into all contractual relationships.
- Deny use of facilities to any third party suspected or proven to engage in sexual exploitation or abuse of minors.
ADDITIONAL INFORMATION
Regulatory Framework Regarding the Convention on the Rights of the Child:
Signed by 192 countries and ratified by 190, including Colombia, making it one of the most universally adopted treaties. Colombia ratified the Convention on January 28, 1991.
Optional Protocol for the Child:
Signed by 161 countries and ratified by 132, including those where Cartagena Dream Experiences SAS, Cartagena Dreams Inc, and Medellin Villas operate. It entered into force in 2002 and emphasizes criminalization, public awareness, and international cooperation against child exploitation.
LEGAL FOUNDATIONS (COLOMBIA)
- Political Constitution of Colombia: Article 44 protects fundamental rights of children and prohibits exploitation, abuse, or abandonment.
- Law 679 of 2001: Establishes a statute to prevent and counteract exploitation, pornography, and sex tourism with minors.
- Law 1336 of 2009: Strengthens Law 679 by requiring tourism companies to develop and enforce codes of conduct preventing sexual exploitation of minors.
- Resolution 4311 of 2010: Defines the minimum ethical and operational requirements for companies providing tourism and passenger transport services, binding all staff, directors, and contractors.

They support local communities through employment, procurement of locally sourced materials, and promotion of regional handicrafts under fair trade conditions. The companies also commit to ongoing training and education of staff, guests, and suppliers in sustainable practices aligned with social responsibility and cultural preservation.
Exchange Policy
Cartagena Dream Conversion to Colombian Pesos (COP) will be made according to the official market representative rate (TRM) on the date of reservation payment.
Commitment to Sustainable Tourism and Social Responsibility
Cartagena Dream Experiences SAS, Cartagena Dreams Inc, and Medellin Villas expressly reject all forms of sexual exploitation, pornography, sex tourism, and child abuse. They commit to compliance with Law 679 of 2001, reporting all cases of child trafficking or exploitation to relevant authorities.
They are equally committed to the preservation of Colombia’s flora, fauna, and cultural heritage in accordance with Law 599 of 2000, Article 328, reporting all illegal trafficking activities.
Say no to the trafficking of cultural artifacts and the exploitation of minors.
